A committee the community chooses

A safety committee will be established with published membership criteria and defined roles, appointed through a democratic nomination and voting process that gives it a legitimate social contract for its authority — with ongoing, changeable community votes and at minimum an annual reassessment. In the interim the group shares the guidelines openly while announcing its intent to form that votable committee, gathers feedback about the collective's own members, and agrees its systems, steps, and processes rather than improvising.

How today's tool admins relate to the future votable safety committee is TBD (OD-015). This is a keystone: it blocks OD-001 (who receives reports) and OD-011 (who may change a guideline's status).
