Rollout: feedback before force

Community feedback is gathered on the guidelines and ideas before they are implemented — that is the point of the online review this file feeds. Communication is regular and engaging, methods are chosen deliberately to bring the community and other surfaces on board, and the group is honest that most members currently don't know about incidents or this work — so what to tell whom, and when resources get shared, are live questions being answered by this very rollout.
